OVERVIEW OF THE AREA

Tianjin Binhai High-tech Industrial Development Area ("Tianjin High-tech Area" for short) was established in 1988 with the approval of the Tianjin Municipal Committee of the Communist Party of China and the Tianjin Municipal People's Government and approved by the State Council as one of the first national high-tech industrial development areas in 1991, It set up a national independent innovation demons-
tration zone with the approval of the State Council in 2014 and established a na-
tional demonstration base for innovation and entrepreneurship in 2017, It is one of the first national innovation-driven sci-tech parks.

Over the past 30 years since its establishment, Tianjin Hi-tech Area has always upheld the spirit of "developing high technology and realizing its industrialization", shouldered the development mission of a national independent innovation demons-
tration zone, implemented the Beijing-Tianjin-Hebei Integration Development Plan, and made efforts to establish an "upgraded" national innovation demonstration zone and a first-class science and technology innovation city in Northern China and crea-te an internationally competitive industrial innovation center and a national impor-tant regional innovation center.

velopment Area is responsible for the area's public administration and pro-
vides government services and policy support; Capital Group, affiliated to the State-owned Assets Supervision and Administration Commission of People's Government of Beijing Municipality, ta-
kes charge of the area's People's Gov-ernment of Beijing Municipality, takes charge of the area's development, inve-stment attraction, and urban compreh-ensive operation and management.

Bolong Lake Area

HISTORICAL DEVELOPMENT

The Tianjin Municipal People's Government approved the establ-ishment of Tianjin New Technology Industrial Park.
With the approval of the State Council, it beca-me one of the first nati-onal high-tech industrial development zones. Starting from scratch in Kemao Street, it develo-ped Huayuan Science and Technology Park and cultivated a number of high-tech firms with independent intellectual property rights, such as Tianjin Lishen Battery Joint-Stock, Tianjin Zhonghuan Semicon-ductor, Sugon, and Tianjin Xiehe Stem Cell & Gene Engineering.
It commenced the deve-lopment of Binhai Sci-ence and Technology Park (currently known as "Bolong Lake Sci-ence and Technology Park" ) jointly built by the Ministry of Science and Technology and Tianjin, with an area of 30.5 square kilometers.
The State Council appr-oved the rename of "Tianjin High-tech Indu-strial Park " as " Tianjin Binhai Hi-Tech Indust-rial Development Area".
Approved by the Orga-nization Department of the Central Government and the State-owned Assets Supervision and Administration Comm-ission of the State Cou-ncil, Binhai Science and Technology Park be-came one of the four fu-ture science and tech-nology cities in China.
It was approved by the State Council as the sixth National Indepen-dent Innovation Demon-stration Zone in China.
The statutory body reform was completed.
The Regulations on Tianjin National Indep-endent Innovation Demonstration Zone came into force.
It built an upgraded national independent innovation demonstr-ation zone and a frst-class science and tech-nology city in Northern China and became a pilot zone for integrated development with the free trade zone.

"TWO VALLEYS AND THREE LABORATORIES"

  • Haihe Laboratory of Brain-Machine Interaction and Human-Machine Integration

    Located in the Huayuan Science and Technology Park,the Haihe Laboratory of Brain-Machine Interaction and Human-Machine Integration is the sixth Haihe Laboratory in Tianjin, established under the leadership of the Tianjin Municipal People's Government and by Tianjin University, along with more than 10 advantageous entities, including CEC Cloud Brain and Haihe River Industry Fund. The laboratory is dedicated to the major strategic decisions of im-plementing the Healthy China initiative, focusing on the academic forefront of brain-computer interaction and human-machine integration. It provides strong technological support to seize the international competitive advantage in the field of brain-computer interaction.

  • Haihe Laboratory of Cell Ecosystem

    Located in the Bolong Lake Science and Technology Park, the Haihe Laboratory of Cell Ecosystem is being cons-tructed by the Institute of Hematology and Blood Diseases Hospital, Chinese Academy of Medical Sciences in coll-aboration with Tianjin Medical University,Nankai University , Tianjin Institute of Pharmaceutical Research, and the Institute of Basic Medical Sciences,Chinese Academy of Medical Sciences. It focuses on five major research direc-
    tions: cell ecological system, cell ecology and immunity,cell ecological imbalance and major diseases, cell ecological reconstruction, and cutting-edge technologies in cell ecology research to develop cell ecology fundamental resea-rch,technological innovations, and industrial applications.

  • Cell Valley of Beijing-Tianjin-Hebei Region

    Located in the Bolong Lake Science and Technology Park,the Cell Valley of Beijing-Tianjin-Hebei Region spans an area of 58,000 square meters, with a total building area of 82,000 square meters. The first phase of construction encompasses 39,000 square meters. An investment of RMB 640 million has been collectively contributed by the municipal and district governments . Leveraging the science and innovation platform system of "one laboratory, two bases, and four centers", the Cell Valley is making sustained efforts to drive advancements in original innovation , industrial commercialization, pilot testing, inspections scientific supervision,and industrial ecosystem development, with the aim to foster high-quality development within the cell industry.

    The Cell Valley has attracted over 40 relevant enterprises,encompassing the entire cell industry chain, including cell extraction and preparation, cell storage, quality control inspection, R&D and production, application transformation, and cold chain logistics. This notable achievement indicates a clear trend of industrial cluster development within the Cell Valley.

  • Haihe Laboratory of Digital Solutions lnnovation

    Located in the Marine Science and Technology Park, the Haihe Laboratory of Digital Solutions Innovation is part of the series of Haihe Laboratories established in response to instructions from President Xi Jinping to create a major source of independent innovation and a primary hub for original innovation. As the sole IT innovation industry labo-ratory in the Beijing-Tianjin-Hebei region, it aligns with national laboratory standards. In 2023,it was formally approved as a support unit of the National Natural Science Foundation of China (NSFC).

  • "China I'T lnnovation Valley"

    With a focus on the IT innovation industry, China IT Innovation Valley, located in the Marine Science and Technology Park, is establishing a local product chain covering "chips,operating systems , databases , and servers. This strategic approach aims to address significant challenges in vital areas of focus and prioritize the development of three key sectors: foundational hardware, system software, and IT innovation combined with services. Additionally , emphasis is placed on ensuring information security and promoting comprehensive application in all sectors. This systematic approach aims to establish a robust "311" IT innovation system.
